Would you consider England to be a first-tier team along with the likes of Brazil, France, Germany, Italy, Spain, Argentina, etc.? They generally qualify for major tournaments (with rare exceptions like the 1994 World Cup or Euro 2008), but they haven't made even a semifinal since Euro 1996. Are they still considered a top team?
