Devil's advocate here: What if the troublemakers aren't a part of either team? Although the "home" coach is the person with whom I'd work to solve the problem, what if the match is being played at a neutral site (like two matches I'm working Saturday...not that I expect trouble)? What if no one affiliated with the teams "claims" the troublemakers? In some leagues I work, I can have the police deal with the problem, other leagues, I'm all there is (in which case I'm more careful about assessing the threat).

Law 18.

Home team is responsible for the safety and security of the site. If you can't identify the affiliation of the miscreant, then it falls on the home team to fix the problem just as it would if the goal wasn't secure.

Don't be misled by the "it's a public park" argument. Someone contracted for exclusive use of that field for the soccer game. It's just like when you reserve the picnic pavillion for your family reunion - you get exclusive use and can tell those not in the family that they have to leave.

Absolutely! I carry my cell phone on the field in some of these situations where I feel it is more than unlikely that I might need HELP in solving a problem. I don't like being in this situation but I'd rather call 911 than watch something go down that can't be stopped. (This hasn't happened to me recently but I've seen it and don't want to see it again)
