That's exactly the issue I have, based on what I've seen. His strengths and weaknesses seem quite similar to Dier's - he's intelligent at sniffing out danger and effectively being a defender in midfield, and he's quite a powerful physical player, but he's nothing special on the ball. If anything, I think Dier is the better passer. Maybe age is a factor but is that really the kind of thing that he's going to improve on dramatically at this point? If not, what is there to get excited about?
That's not really the best thing for players, though, who one could contend are better off having the chance of getting international exposure somewhere else if their career with their U-21 nation doesn't pan out and they are still actually good enough to help a different national side. You could also argue that the game benefits from this as well, since it allows for a spread of talent that improves nations who otherwise wouldn't have access to it. That raises the level of talent available to nations as a whole and arguably creates a more even game with better competition globally. Take a guy like Justin Hoyte, for example: a regular England youth international in his day and a good one at that. He was never going to play for England seniors. Rather than not contribute at the international level at all, he goes to represent his ancestral Trinidad. He gets a couple dozen games to be a senior international, Trinidad gets a quality player they otherwise wouldn't have access to, and England could care less. Everyone wins. I get that there are more controversial cases than that, but I'd argue that most dual-national situations are closer to Hoyte than they are to the Rice situation. As a whole, the relaxed eligibility rules are a net positive for the game.

he could be both. there are plenty of African refugees or immigrants in Germany. Whether it's the parents (kids born in Germany) or the whole family came from Africa.
A bit weird for him to have gotten to this stage without it ever coming up before though. Unless he's just misquoted and he said that his dad also lives in Germany. I did always think that him and Sancho look more German than English.
