Those are the three oldest organizations - they were founded before 2018, and FCE in particular has played professional games before. Same reason those three are the ones to get the first round bye in the Voyageurs.
Edmonton and (possibly, depending on your interpretation) Calgary are the only clubs that have any history whatsoever. Forge and Valour have exactly the same as HFX Wanderers, Pacific FC, and York 9. Which is to say, none. This is a pretty arbitrary decision.
The Q1 draw results avoided some conflicts in the GTA area. Wednesday May 15th has Toronto FC vs Wayne Rooney's DC United at BMO Field that same night Vaughan Azzurri of League 1 Ontario host HFX Wanderers The next Wednesday (May 22) has the fixtures reversed but now York 9 FC hosts AS Blainville in their return match while TFC has the night off. Now all the GTA mainstream reporters can't use the fixtures as a way of avoiding covering the York 9 game (wasn't expecting much coverage of Vaughan anyway). Works out great for me as the only car wreck I was dreading would have been the draw coming out as both York 9 AND Vaughan hosting on the same night!

Despite that it would (probably?) be based on an unbalanced schedule by that point of the season, it seems far less arbitrary to choose whoever is at the top of the table (PPG + tie breakers) than what could easily be "best of the worst". I am willing to accept the possibility that these were the only three that wanted to be eligible for CONCACAF Cup, though.
That I doubt. The Canadian Championship and the CONCACAF events seem to be much more popular here than the USOC and the CONCACF events are in the States. The teams will want to be in it.
Well, there's a difference between "valuing the spirit of the tournament" and "dealing with away trip from Victoria to Curacao in your first year of operation".
Or to put another way, "can we kick a ball in a meaningful minute of competition before we have to consider coordinating travel to Grenada"?
Your point it well taken. Although, looking at the blowing snow outside my window, at this time of year most Canadians would be willing to endure some hassle to arrange a trip to Curacao.

Sources already confirmed that all the teams of the CPL are pissed at the CSA decision. They all wanted a shot to go to the tournament so travel (again and again) is not an issue for this league
Teams are allowed 7 internationals on their rosters. The rest of the squad must be Canadian. That's how you develop Canadian players... you don't distribute "permanent resident cards" to go around the rule

Its 6 minimum for Canadian starter and 1000 minutes for Canadian U21 per team per season. It seems a good starting point
