On the contrary, the Chicago Fire actually won the tournament (https://www.chicago-fire.com/post/2...otiabank-concacaf-u-13-champions-league-title): "The Fire -- the lone U.S.-based club in the competition -- emerged as tournament champions Saturday, winning the final in a penalty shootout following a scoreless draw with CD Santa Ana of El Salvador. The shootout was a dramatic one and ended 4-3 in Chicago's favor, with the Fire bouncing back after having two of their first three attempts saved to win it in the sixth round of PKs."
That was the "Shield Tournament" which, as the (confusing, I'll admit) page I linked to in the first post says was "contested between teams that did not advance to quarterfinals." Chicago finished third in their group. A Mexican outfit called "Cantera Norte" won the tournament, and Toronto lost the third-place game.
