This is bizzare, FIFA have a announced a few men tournament hosts but still nothing for the Women's U-20. I wonder if the Nigeria visit went badly?
The Spanish FA know something, they have named their squad for the U-20 friendlies against France and Russia and there is one interesting sentence: "La Selección Sub-20 femenina se encuentra en periodo de preparación para la fase final de la Copa del Mundo que se disputará en Nigeria durante el próximo verano. The slot allocation has been revealed with the assumption that Nigeria are the hosts. Would be kind of hard for these qualifying tournaments to be happening without knowing how many berths are available.

The USA has participated in the previous nine (the first two being held as U-19 tournaments) and has won it three times, finishing third once and fourth twice, while painfully exiting the tournament on penalty kicks three times. Should the USA qualify through the Concacaf tournament early next year, it’s likely that several future full team stars will be on display in Africa.

The tournament is currently slated for July 2020 in the FIFA calendar. 10 months away. If Nigeria isn't the host, FIFA must be scrambling to find someone to host the tournament.

CONCACAF I only slated to have 3 qualification slots. Does this change if the tournament is co-hosted? CAF stays at 2, hosts get 2 and CONCACAF gets 2?

Wiki seems to confirm CAF is staying at 2 (don’t want to change the rules mid-game, I guess). The host has not yet been announced so it still says 3 for CONCACAF and lists the host spot separately. If there are co-hosts, though, I suppose what you suggested would make sense - 2 co-hosts, 2 for CONCACAF otherwise. Net being CONCACAF ends up getting one extra essentially and CAF one less because of the Nigeria debacle.
Wikipedia suggest the decision will be made in January 2020. That's barely half a year before the tournament would take place? Costa Rica organised the U17 WWC in 2014 so they have tournament experience.
