It's getting better, but you are correct. Hard to change long-standing ways of doing things. We recently had a major rule change in competitions in one of my hobbies. We're seeing that effect too--judges are still leaning toward the old rules. I've used the offside rule change as an analogy there as well. It takes time--and that's human.
Either it's a lot better than what it used to be or they've gotten better at hiding it. Back in the early years, the press releases would straight-up say "Player XYZ signs with Major League Soccer and is immediately allocated to Team." At least now, teams are allowed to sign their own players.
