I hope it is just a rumor. Wikipedia appears to have deleted it but they had had it for a while. Korean sources also say the same thing but they are forums not news agencies, It is pretty obvious why you want to hold it in January; you don't want Korea, Japan, Australia's Euro-based players in the tournament.

It turns out I still have that page open and Iraq is listed as the host of 2020 AFC U23 tournament, but if I go to that same address it is deleted now so maybe it was just a rumor or even malicious editing since holding it in Iraq makes absolutely no sense.
It reminded me 2002 world cup level enthusiasm in Korea with a foreign coach. Here, Vietnam has a (foreign) Korean (Park Hang Seo) coach.
This tournament isn't the qualifiers for the 2020 Tokyo Olympics, the 2020 AFC U-23 Championship is, and only the top three will earn a spot at Tokyo.
