I've never seen the CAF claim that their draws for the early rounds of women's competitions were random. They have been based on geography for as long as they have had competitions.

FKL is Football Kenya Limited - the current Kenyan governing body - so yes, looks like they are out. Should Ethiopia defeat Tanzania's Twiga Stars in the first round (as expected), they would then face Eritrea in the final qualifying round - usually when these teams are drawn against each other at club or national team level - one or both of the teams withdraws.
