I don't think so. Werder is a pot 2 CL team and Sampdoria is currently a pot 3 EL team, they could easily get an equally hard group. If Werder reaches the Ro16 in CL, Sampdoria would probably need to reach the semifinals to get more points than Werder.
How do you know Samp are a pot 3 EL team? We don't even know the 48 teams yet. I'm guessing they might be a pot 2 EL team since there are 12 teams in each pot and there were quite a few upsets in the EL playoff first-legs. But I agree there is a chance they could get equally hard groups.

I don't know if they are a pot 2 or 3 team, that's why I wrote "currently". Currently 3 higher seeded teams than them need to get eliminated. So I guess they have good chances to reach pot 2.
