Of course. Where it gets complicated for Beerholder is Horvath starting at some BL1 side, even a relegation struggler. As long as Horvath doesn't have another attack of the yips, the pressure for him to be the starter will be pretty intense.
We need a formula that contains minutes played, level of the league, club reputation, and how the player has looked previously with the NT, and assign players a ranking based on such formula for each position.
There are plenty of teams better than relegation fodder who were/should be interested in Zack. That being said, relegation fodder is preferable to sitting on the bench.
There were various rumors in the past few months, although they have died down recently. I'm far too lazy to dig them up.
We always have a surprisingly high number of players in relegation fodder clubs, so Zack would fit right in.
I know that it’s de rigeur here on BigSoccer to decry the global soccer meritocracy in order to pump up a favored lower league but, in general, there is a meritocratic order and the better USMNT players historically have had a talent ceiling of between mid- and bottom level major league and our median to bottom half squad player is MLS/Championship/B2 level. so, it shouldn’t be surprising that several of our players are in relegation battling teams as that’s right where our talent level is. To be clear, that’s a clear improvement over minor leagues if they are able to stay at that level for multiple seasons IMO.

Do we know for sure that Steffen is going back to City? All I could from googling were the unconfirmed rumors from July that that was going to happen. I suppose we might find out more about City's roster plans for next season now that they're out of the UCL.
