Clinton went to G'town, not Yale. It's not weird at all. Bush II was a legacy for S&B, and, frankly, for the White House. (Even Texas isn't in the habit of electing governors who had not political experience and had failed at multiple businesses.) So it's really Bush I and Kerry getting it on its merits.
Bush I was also a legacy. His father, Prescott Bush was also a Bonesman. Kerry basically got in on his merits, by all accounts he was a very prominent undergrad and had a pretty big reputation at Yale. Both of his wives apparently have had some connections to S&B as well.
