Antonio Bustamante is playing for Bolivia at the CONMEBOL Olympic Qualifying. His option was declined with DC United after last season, so he's now out of contract. I don't believe he appeared for them last season and I don't think he's any good, but he's provisionally cap-tied to Bolivia now.

If you mean that a national team friendly provisionally cap-ties, that isn't correct. The only way to get a provisional cap tie is to play for a youth NT in a FIFA-designated tournament either in qualifying for a FIFA tournament (U17, U20, Olympics) or the tournament itself OR playing in a confederation youth tournament at U17 above (which I don't think Concacaf has any of). A player with only a friendly cap isn't tied to that country in any way.
Having both him and AOC on the same team was great for Seattle, but not so much for the players. Their attacking midfielders kind of cancelled each other as well.

Alec Diaz played for PR in the U20 pre-qualification stage of the U20s (or whatever you want to call it).
