I cannot access this article so I cannot comment on the specifics of what it states. The request for dedicated traffic lane must be "reasonable" and we do it just like we do for other dignitaries. On Chicago, it would be pretty easy to do (but would still suck). I quoted the language from the contract above.
I’m always conflicted on rooting for CONCACAF teams in the WC when it doesn’t affect the US. As much as I want CONCACAF to do well, I just can’t root for Mexico. Great country, but that team and much of the fan base are thoroughly unlikable. Glad Guti got a run out. Wild that he’s good enough to start for Mexico in the World Cup, but can’t make the US C-team. I don’t know what that says about anything.
This isn’t just for foreign dignitaries, it’s anyone they deem a VIP. It also is not something that is done for free it costs money (likely overtime), and is disruptive. It’s absolutely something that we had a right to push back on.

Host cities can and should push back against unreasonable requests.
