He has been out of contract for a couple months. FCD had him in on trial but they had already identified a player in his position that they liked better, so he would have had to sign for peanuts to be a back-up. And based on what I have read about him in the past, I doubt he wants to be a backup anywhere. He has never come across as someone that is the best locker room guy when he isn't playing. Would have provided nice depth out on the wing, but may have been too much of a headache to be worth it.
They are free agents - just in time for the owners to point to their free agency status in this weekend's CBA talks.
I'm pretty sure that isn't the reason. After all, Sebastian Elney (Boca Raton, FL) and Justin McMaster are part of the Union academy. As the map shows, Hershey isn't part of another MLS team's territory...which basically means Pulisic could have been recruited by the Union academy. I think Barbir actually grew up within Union territory (Macungie).
It has more to do with spending the necessary hours training with the Academy/1st team while a player is still in his pre-college age days - something the Union could not do with Barbir or Pulisic. It is likely one of the reasons that Florida-based Elney spent the entire pre-season in the Union's camp so they can make a HG claim on him after he spends some time playing for University of Maryland (unless they surprise everyone and sign him as a HG this season).
HG rules are vague and inconstant, even by MLS standards. I think it's pretty simple: Barbir and Pulisic wanted to try Europe. I don't think anything prevented them from being part of the Union academy (other than lack of desire perhaps).
This! Agree 100%. MLS HG Rules are very vague and inconsistent. I'm still trying to figure out how Orlando could sign TWO HG players to MLS contracts while they were still officially a USL Pro team.......... I would hope the Union are seriously considering opening up a residential academy. That way they could recruit players outside of PA, and possibly outside of the USA. The Union Academy gets very high marks, even if it hasn't provided any major contributors to the first team as of yet.
I know MLS doesn't allow details of transactions to leak out, but are all loans subject to "recall" at any point? Basically, I'm wondering if there is any way that Nando comes out thumping 10G in 10 games, and FC Nantes can suddenly decide they want him back?
I'm fairly certain that it is MLS protocol to include an option to buy in all loans. I think that would trump any ability to recall the player.

Interesting map. Columbus seems to be getting away with highway robbery getting a catchment that includes Columbus, Cleveland, and Cincinnatti. Is there a reason the Canadian clubs aren't on there? Do they have different rules?
It's really too bad about Berry since he would have been nice to keep around for depth. Granted Edu could shift to CB if need be, but I'd rather have Berry around for the inevitable time when Vittoria or White get injured or are otherwise unavailable.
