Wild guess.. Nike is the uniform and ball sponsor for USL, Adidas is that sponsor for MLS. There is probably an agreement between Nike and the USL that MLS2 teams won't sell the Adidas uniforms.
Could independent teams sell MLS2 kits, if they own the stadium that is? This rule will probably change once the demand to change it shows up.
i know SKC has boxes of SPR jerseys they cant sell, someone else heard that the MLS fined SKC for selling SPR jerseys so they pulled them from their online shop, now they are trying to figure out what they are going to do with the ones they already have
I think we are quickly transitioning from MLS2.0 to 3.0. This is something MLS3.0 needs to deal with.

The Rio Grande Valley Toros also have jerseys for sale. I'd guess the ownership difference and the fact that these are Nike and not adidas may be part of the reason. They are also not selling them at any venue controlled by the Dynamo.
