It is STILL so often the most exciting game even with these flaws, but you'll often hear soccer purists say that there is nothing to fix. Being a US fan, I can tell you one game the U.S. probably wouldn't have lost were diving more closely watched, or penalized. Some refs are better than others as Portugal got a yellow for diving in the 17th minute against the U.S. What is wrong with having a second referee? EVERY other sport in the world has more than one and EVERY other sport has a smaller terrain. In said Germany-US game, Hugh 'Fat' dallASS couldn't keep up with the squads and hence missed the handball. The linesman missed a clear onsides play for Donovan (who probably would have missed anyway), and the shirt pulling from both sides was outrageous. It was outrageous in every game and has been in just about every CL game I've seen this year. Will the rules that ALREADY exist ever be enforced?

Two refs The second division of the Sao Paulo state league (aka Paulista) in Brazil experimented with two refs a few years ago. IIRC, they used one ref in each half of the field. So each ref was still king in his own domain, but there were two domains. I think the results were pretty mixed.
