I think it's a question of culture. Italian football valued the team more than the individual. I always thought that Italian coaches slowed down Baggio's career, for example. But their defenders are historically well-regarded: Maldini, Baresi, Buffon are on many all-time lists. Scirea, Nesta, has its advocates. Pirlo and Xavi is an interesting contest. Xavi has a big advantage in the ESM. But Pirlo also has a big advantage in MOTM in World Cups and a better peak Sofascore and in national league campaigns on whoscored. So there are good arguments for each side.
I've never saw that "far" below although I personally consider Neuer greater/better for his UCLs and cause he plays with his feets both being equally good at shot stopping but it's very close and I see both as the top 1 and 2 at their positions. Also, the very second, third and fourth best defenders in history imo are Italians (Maldini, Baresi and Scirea) and they only are behind Beckenbauer (coincidentally another German). I also don't see that disparity between Pirlo and Xavi. Pirlo was better at set pieces and long passes while Xavi was better at short passes.
