Rove did a terrible job at the very end of campaign 2000. He let what seemed to be a solid Bush lead nearly slip away. He had Bush going to states like New Jersey, California, and Illinois which he had no chance of winning. It seems like he had a strategy of creating false bravado to create the impression of Bush running a national victory lap. Bush won despite Rove's last minute strategy, not because of it.
