What is the timetable for the $25 million from Quebec government?

    There have been news reports where Joey Saputo is quoted saying that the Quebec government is amenable to funding $25 million worth of improvements to Saputo Stadium for the Montreal Impact. Does this funding have to pass a vote, or is there an agency that is in charge of the funding? What is the timetable for the funding to come through?

    if the mls gives a conditional franchise to saputo on the basis of the stadium upgrading-- like they have done in portland--, then the funding could come sooner rather than later-- the $$$ has already been alloted for such projects to stimulate jobs in this time of economic difficulties and job loses-- so the timing of the funding will be decided by the mls/saputo announcement on an expansion franchise for 2011 or 2012 (my guess is 2011 and then a second franchise for 2012)
    a conditonal franchise puts some pressure on the government to come up with some $$$$$$$$ to get the 'ball rolling'-- my guess is sometime in the early Fall; then the stadium renos can be done by 2011
    whichever happens first-- the awarding of the conditional franchise, or the government ponying up some bucks-- the stadium upgrade will be done by 2011 IMO-- its the type of infrastructure community project that would have taxpayer appeal-- the team and its large fan base are widely held in high reguard in the montreal/quebec area-- montreal is heading to the mls asap and will be a great addition to the league, akin to seattle, TO, philadelphia, vancouver and portland
    these 6 new/existing franchises are the cornerstone of mls gaining NA respectability and recognition-- they, the mls, have chosen wisely

    According to the latest information from the Montreal French press Canoë (http://www2.canoe.com/sports/nouvelles/archives/2009/08/20090804-051700.html), MLS Commissioner and Impact owner Joey Saputo could have a permanent deal by end of August for a Montreal MLS entry in 2011. It is expected that all parties (MLS, the Quebec government and the Montreal Impact) are to have a sit down behind closed doors. On top of the agenda for this meeting is the transfer of $25-million dollars coming directly from the Quebec government to upgrade Saputo Stadium. If a deal is reached, construction will probably go ahead through two stages: Winter of 2010 and Winter of 2011.

    The Quebec economy is faring much better than that of the rest of Canada and the rest of the world for that matter, so I'd guess the stadium funding is all but guaranteed. And that the delay in announcing Montreal as a new franchise is due to past Saputo shenanigans, and that it will be announced shortly after the funding is announced from the Province.
