Yes, I realize that would be a lot of clubs in a small area, but TV viewership in Hartford for the World Cup was the second or third best in the US. It is a wealthy state, and the NY clubs and NE haven't exactly spread into CT yet.
They tried to start an NASL club in the area, but the plug got pulled when the ownership group was shown to have ties to illegal groups. Nobody is going back there for a while.
Hartford is a good place, and could make the top 20....but it is rather far behind the named 10 cities if MLS stops at 28. It could pull ahead with the right ownership group and plan, but right now it would be WAY behind the ball compared to the other cities in line.

Dillon Stadium Redevelopment moves forward: http://www.courant.com/community/hartford/hc-news-hartford-dillon-stadium-20180409-story.html City council members approved a set of plans Monday that call for a $10 million overhaul of the facility, with new bleachers, locker rooms, restrooms, press box and an artificial turf field. The funds will also cover landscaping and lighting improvements, new curbing and upgrades to Colt Park, where Dillon is located. The state bond commission signed off on the $10 million public subsidy for the stadium in February.
