May be worth trying here http://proxy.org/ then select a proxy in Europe, then go here http://www.premiershipstreams.com/matches.htm (type it into the little box above the proxy list) and select the FIFA TV link - it only works in european countries but with the right proxy it might fool it.

EDIT - there's lots of proxys marked GB - try them
