At the time of the formation of the League of Wales the best sides would be around the equivalent of todays Conference North/South. Most sides are semi-professional, TNS are full time (there may be one or two others, but I don't think so), so wages won't be very high. As for the standard of play, haven't really watched much, but I'd guess a comparison would have to be made with the stronger teams being able to hold their own at step 2.

Llanelli are also full-time. I've only seen a little, but generally about that level, yeah. The top couple of teams could possibly stay up in the Conference, but generally its about step-2 kind of quality. Also, why is this in England Other?
