I think the Champions League Table clearly shows that the Premier League is tops as far as quality of the league. If there are pundits out there saying anything like what you "quoted" above, I haven't heard it. But I don't consume much content about these sorts of things. The extent of my European football punditry consumption is limited to Kate, Tierry, Jamie, Big Meeks, and Schmeichel senior.

I’m definitely seeing and hearing it. It’s mostly coming from our Prem rivals and pundits (primarily fan content creators and Talksport - especially Liverpool fans) who are moving away from the “Arsenal are bottlers” attacks and now saying “the league is weak” to diminish our credentials. Terry Flowers routinely identifies this nonsense and directly calls it out

Somehow, I'm not shocked by that. Cheaty's performances on Tuesday (and Saturday) were appalling. It's a logical explanation, though not the only possible one. If Cheaty had won on Tuesday, they'd be third in the table and nearly assured top 8. Now they have to rely on other teams and make sure they substantially improve their goal difference to do so. And also, had Cheaty won on Tuesday, the Prem would have all six teams in the top 9 in the table.

To be fair the main reason I see people saying its the weakest EPL league in seasons is they are getting in early to discredit us when we win the league so that if we don't win and then go back to back next season they can say "SEE ARSENAL CAN ONLY WIN WHEN THE LEAGUE IS SHIT". Whats funny is its a narrative I am seeing from Liverpool fans, which considering they won the league last year because Arsenal and City had injury horror runs its very amusing.
This narrative is stupid too The PL was supposedly stronger when two teams were 20-25 points clear of everyone else.
A few weeks ago I uttered the 'quadruple' or 'treble' word. Sounded crazy to everyone at the time. And possibly still does. Now some pundits are saying double which makes sense . Interesting thing is we are not the best side of the last 10 to 15 years. There has been better Chelsea, Man Utd and a few different Liverpool and City sides were better, but other than that special City squad a couple years ago, I don't recall anyone saying the treble word for the other sides.
Champions League, EPL Double should be the target. I haven't watched a lot of football like I normally do, work's insane, but I don't see any really outstanding teams so that makes it more wide open but also increases our chances. Whether it happens will require some timely good fortune.
We are in the semis of the league cup with an advantage in the semis, odds on to go to the final against City at Wembley. Tough but we should win that. We should win the league. City isn't the City from a couple years ago and Villa don't have the staying power and squad. So, so far league cup, we will have a full squad by early to mid February. No CL till a couple months down the line, just FA cup and the league, we should be able to negotiate both with a fully fit squad, 3 strikers to rotate. Unless we play a handful or so of teams away with an unlucky draw (City, Liverpool, Chelsea, Villa, Newcastle, Sunderland), I fancy us against anyone in the FA cup so far. I expect us to be 8 or 9 points ahead of City by the end of February if the schedule goes the way think (or hope or pray) it is. Breathing room and better for rotation. How we do in the FA cup and CL or rather how far with ease or difficulty is up to the draw, but I said this a while back. I expect us to be in the semis of all 3 cups. If we win the league cup I think that will give us the psychological boost to win 3 competitions. Which 3 remains to the seen. But I'm guessing, league cup, PL and either of the CL or FA cup. Could be a domestic treble or a poor man's treble (league cup, PL and CL). The CL and FA cups go deep into season into May, and we may have to make some hard choices and sacrifice one and if so it will be the FA cup.
Yeah the quality is increasingly evenly spread and there are no unicorn teams this year But i think the discourse exaggerates it a bit - Arsenal is on track for 86 points which is not that much less than the top city / liverpool teams of a couple of years back - you really have to go back for the mega totals With a small variance we could still end up with close to 90
