Doesn't USSoccer go East and West. If so that would put either KC or Dallas (presumably) in the East portion of the draw as all 5 West teams are drawn to R4.
The bracket is redrawn every round until the quarterfinals, so not necessarily. There is a regional element to the draw (they divide east and west) but it sort of depends on who wins each round and who hosts.
