It's when you place players based on their developmental characteristics instead of their birth date. It's generally done so that smaller players can play down a year, which is what it sounds like he was doing as an '08 playing U15 last year.

I believe he still couldn’t (and he likely already has the German citizenship). The same way for Albert his parents had to move there. As a general rule a minor cannot relocate countries to sign with a club unless their parents have a legitimate move to that country. And one of the exceptions is you can do so at 16 if it’s within the EU. You can also do so if you are within 50 kilometers of a countries border and the club itself is within 50 kilometers of the border on the other side (this is how San Diego is going to be able to recruit players from Mexico).
The move I like best this window is McKenzie to Toulouse. Definitely a step or two up. But not such a big leap that he is likely to struggle for playing time. With our CB situation, that's the position (other than goalie) where we need our younger players to get as much seasoning as possible. I also like Morris to Boro and Wiley to Strasbourg, even as part of the loan army.
That applies to foreign children, including citizens of other countries. If he had German citizenship and the legal right to live in Germany he would be able to live and play in Germany. For instance, if his grandparents living in Germany adopted him.
Grandparents aren’t enough unless parents are deceased or parental authority is taken away by a legal authority. He can’t just go live with his grandparents in Germany and have them adopt him. They can’t adopt him purely for soccer reasons.
But it applies to Cavan Sullivan and other similarly situated players. For the purposes of FIFA his German citizenship doesn’t have any relevancy until he turns 16. It is still considered an international transfer.
