@Sandon Mibut may be able to confirm this, I hope, but I believe in the NCAA soccer tournament, all knockout games determined by penalties are considered draws (with one team advancing) except the Final, with the winner via penalties being declared the winner (of the game, as well as the tournament).
You win in "kicks from the spot" = you're the winner for competition purposes only, but the game is recorded as a tie for the statistics.
