Well, as long as the US and Western European countries are subject to elections, we can speculate not just about the US but also European countries changing governments, resulting in changes in policy. It's always a risk, but if we worked based on those assumptions then we'd never do anything. I suppose a significant change would hinge on whether continued involvement in Ukraine becomes unpopular at home, either in the US or in Europe. People in democracies tend to get tired of supporting war, but in this case I don't think we are there. Obviously if you word a poll question as something like "should we give a blank check to Ukraine?" many fiscal conservatives in the US -and also in Europe- might say no. I mean, I'd also say no to a question like that, even though I think we should do more to help Ukraine than what we are doing. So, that doesn't mean that they don't support what we are doing right now. As long as a significant majority here in the US and in Western Europe still wants to help Ukraine and/or believes it's important to stop Russian expansion, I don't think we will see a significant change in policy. And right now polls indicate that they do.
Of note, they have a lot of very upgraded T-72's in the form of their indigenous PT-91 which they have not given to Ukraine and would be of more immediate use to them than Leopards.
