We have a League A (7 groups) and a League B (6 groups). It doesn't make sense if teams from the weak League B have the same chance to qualify as teams from League A.
Ok I was wrong it is top 3: The teams compete in seven groups, played as single-venue mini-tournaments; sides finishing fourth are relegated to League B for round 2, with the other positions deciding League A seeding for that round.

u-17 finals in the Faroe Islands: The Faroe Islands will stage the 2025 UEFA European Women's Under-17 Championship final tournament from 4 to 17 May. The hosts will be joined by the seven teams who progress through round 2 of qualifying. The draw is at 12:00 CET (11:00 local time) on 26 March in Klaksvík. This will be the first final tournament staged by the Faroe Islands Football Association (FSF). They were originally to host the finals in 2021 but that edition was cancelled due to the COVID-19 pandemic. The finals will act as a qualifier for the 2025 FIFA U-17 Women's World Cup in Morocco from 17 October to 8 November of that year. Which stadiums will host games? I am aware, but Faroe Islands are 110th in FIFA women's rankings, one of the absolut lowest in Europe (only the likes of Andorra, Liechtenstein and a few other little nations are lower). Although I see that we had European Championships in the likes of Lithuania or Belarus or Macedonia, I wonder if we ever had them in a lower-ranked nation than this.
Macedonia was ranked 109th before their last match of U19 in 2010 (1011 points with 116 teams ranked). Faroe Islands now is ranked 110th (1175,42 points with 195 teams ranked). So Faroe Islands could be the lowest ranked host but unlikely the weakest host ever. The hosts have lost their last 24 games (9-111 goals) in U17 final tournaments. Even Sweden couldn't get a point. England in 2014 was the only U17 final tournament host ever who have won matches. Switzerland was the only U19 host that won a match in the last ten years.
Well, at this rate it looks like hosting a U-17 or U-19 European Championship at your home is the best recipe for an almost unavoidable defeat on your own soil! You get to wonder why do anyone does that.
Faroe Islands has more than 50000 inhabitants. They have enough young people that their U17 has beaten Romania this year.
According to these stats, Romania has about the same number of registered women's football's players as the entire population of Faroe Islands! Edit: I am impressed (actually not so much impressed: it's quite obvious from my personal experience ) that Romania more than duplicates the numer of registered players of Italy...
It's at least the possibility to play at a final tournament. For 6 hosts in U17 and 9 hosts in U19 it was the only time they qualified.
