Well they call them Olympics qualifiers... so it is not "just" a Nations League format, there is a proper things to aim for.
Nations League title is only awarded every second year and in one of those editions the four semifinalists - assuming UEFA is allocated that many slots at the expanded Olympic tournament - are also awarded with Olympic qualification, so I think the format for the four-year cycle works well.
