Yes, that is how the draws are done with UEFA and FIFA, except when they fix it like at the FIFA WWC 2015. In 2019 it was a free draw except for A1 which is the host.

If something doesn't change very soon about the coronavirus crisis, I seriously doubt Italy's matches will be played.
Aren't all of Italy's professional matches already being played in empty stadiums? Or am I remembering some other country? I wish our country would implement those kinds of measures before the pandemic gains a further hold here. In fact the last two She Believes matches should be played today with no fans. But our "chimp in charge" does not have the guts to take strong measures and, because of his gutless performance, I am quite sure the US is in for an even worse level of infection than even China has had. Greed and desire of power at all costs will allow this virus to have more impact here than any disease of the past. I believe even the 1918 flu will seem tame in comparison. We have no leadership and a very few real leaders even at the local level and that means that, except for some really visionary businesses and leaders way down at the local level all actions to combat this pandemic will come too late to do much good. So if misery really does love company it looks like the US will soon make Italy happy by joining them in a lockdown that is too late to do any real good.

It was us, indeed, but right now it's even worse, since all professional matches (or all matches in general, actually) have been suspended.
It is, probably, a very good idea. It is only sports and even if you limit crowds there are still all the players, staff, support people and media traveling all over and providing potential vectors for the virus to use. Travel should be severely limited except for emergencies and sports, no matter how fun, are not emergencies.
Yes, I am aware and I have no objections to this. I am just sad and I wonder how long this crisis is going to last.
If countries like the US that are still in the early stages where the outbreak is containable would take extreme measures of the sort Italy is taking now then the global outbreak would be over in a month or so. But the US is hiding by sticking their head in the ground and that will not contain the outbreak. This is an unusual virus in that it appears that, in some cases, people can be contagious without showing any symptoms so the only way to stem the tide is by performing a pretty strong social isolation for everybody. One person just walking around a city and entering a few stores could infect 100s and not know thy are doing it at all. Crowds make it even worse so everything should be done to reduce any human to human contact for some time. Oh, I also think some social norms need to change. Like in countries, like the US and most of the rest of the non-Asian world need to adopt the "bowing" greeting instead of handshakes. Lastly, remember this virus is persistent on some surfaces for hours and even days so even if people do not actually see each other they can pass the virus on. One more thing that responsible officials will keep in mind is that, as of yet, there is little proof that infected people cannot be reinfected so the infected people need to be isolated for some time even after the initial infection is over.
