Yeah, I was having a similar issue with Belgium-Romania. Tickets were showing up variously at different intervals when I refreshed. Couldn't cart one for a long time, but finally threw in a Prime Seat, decided against it, and then said to myself, "screw it, I'll get it, so I don't regret it". It took about five minutes before it popped back up. Had no issue for M39, but I talked myself into Prime Seats right away when I saw that availability was getting close to nil for that match.
It's ok though because UEFA has said there will be further sales of even less leftovers exclusively in March!
"There are currently no tickets being resold. Please visit us again in a few days.". OK, see you in a few days!
No luck, so 3am again on another day. Some of the pages on the UEFA site have a contact us form, recommend giving feedback on your experience.

Wow, did not expect it to be sooo stressful. Luckily, did manage to snatch some cat 1 for Slo-Srb. Really weird thing with that captcha code, it appeared normally for me, but a friend of mine could not see it at all and ended not getting any tickets, even though he entered 30mins before me…
I think people are just randomly allocated a slot when the portal opens, fairest way I guess. I had 5 devices all with different wait times.
Probably just luck but I waited till 11am CET exactly before going through the normal portal front door instead of using old links.
Exactly how it is. It's like a lottery. I wonder what the chances are to get in straight away. 1/5000? 1/50.000?
I'll never get ready an hour ahead again thinking that if you're there early, you are more apt to get in the portal sooner.
Does it now say this when you get in? Is there no point in me bothering later on the off chance? Currently in the queue again.
I was ready 1 hour early, 3 devices, got past the queues, and was not able to add any tickets to cart. Tickets kept re-appearing on the queue, but could not add to cart. Must have tried 100s of times
I didn't do Qatar, Russia or Euro 2021, but having been to some major tournaments before, I think the resale system they had for some of those (Germany 2006 comes to mind) was much better. Portal was always open during the entirety of the resale period and there were ticket dumps at what seemed to be fairly random times. So you had a bit of free time, you'd just go on the site try your luck for 15-20 min and then do it again later that day or the next day or whenever. I ended up scoring tickets to several France and USA games (my two teams), a few of those at really weird times (like middle of the night). Still luck of the draw, but at least you do it on your own schedule and don't have to deal with a massive logjam at set times that might not be convenient for you.
Was maybe just complete luck like others say, but I got in really quickly using Opera browser on my phone. All other browsers on phone and laptop was as slow as most others experienced.
Just to give an idea of the number of people transacting on the ticketing site. I completed a purchase soon after the portal opened, and another family member purchased 11 minutes later, and our order numbers differed by over 2700.
I was lucky, I succeded to take 3 tix,cat 3 restricted view for Belgium-Romania. When I entered there were all games available, final also. I refreshed probably in the golden second before the site entered in technical error for most of the users and when the site started again I was already at the middle of the queue and it was moving fast. The link I used was the one from the uefa resale portal. It is a pure luck to take tickets for this tournament, I am glad I am one of the happy people today. I hope for everyone from here that has not yet bought the wanted tickets to have more luck next time and may we all drink some German beers
