I'm not a Ref, but I'm glad I was not the only one. I still don't know if he called the PK right away, I thought he unclearly motioned it, or it needed VAR review to be called. First the commentators said he called it, then they seemed to say he didn't & VAR needed to. But the only time he halfheartedly pointed to the spot was not after the review, unless I missed it. I will say I thought the final result was absolutely right, as was the one on the 2nd possible PK, for Arsenal, and I was rooting for them.
