That's not what's being reported on CNN. The story there is that two US U-2s were patrolling over Iraq and Iraq sent a fighter plane up to intercept them. The two U-2s retreated to the southern no fly zone for protection. Iraq claims that the second U-2 was a violation of the agreement because previous U-2 flights only had one plane.
i'm confused. they're in violation because they used to use one but now they used two? also there's the humor in iraq pointing out violations (while of course us violating rules is ever so hippocritical i just get a kick out of that)
Also, there have been plenty of U-2 flights before (and after) we started agreeing to fly them for the UN.
