Actually if you're a DISH network subscriber, you'll need two dishes. One for the American stations and the other dedicated to the international stations. I have a DISH network subscription and am still debating on whether or not it's feasible for me to buy a second Dish for TV5 and RFI (Radio France International).
You don't need a second dish if you don't want American programming. It's not mandatory to subscribe to American programming in order to get TV5. Thus if someone is only interested in the French channel, just 1 dish pointing to 61.5W and $14.95 monthly fee. Actually, TV5 is also available on some cable system.
