Ok, maybe for those that work in the government, is there a long process for a president to fire someone he does not like in the department of state? The conversation above happened in 2018, but the Firing did not happen until a year later, could it be that there was some management between the president and the Ambassador that stopped Trump from firing her earlier?

Yeah, I guess it may depend if is the end of the year or the begging, but yes, it was going up, then it decreased, it corrected it self a little and then continued to go down. But then it would read like in 2017 corruption improved, then 2018 and 2019 were down years, It would be hard to believe corruption got better in 2017, but who knows.
The corruption has been going on a lot longer than people think. Each successive republican dominated era brought more and more as they got away with it. This is a really good read.
