While I know this isn't the most reliable source according to transfermarkt he is a 21 year old eligible to for the United States. He may already have a thread but I couldn't find one. He may also already qualify for the full yanks abroad page, but I'm not sure.

Thanks for posting. I haven't quickly been able to find confirmation of this (T'Markt lists a Norwegian birthplace, which would mean an American parent is most likely) in "the usual places" but will keep looking. Some social media posts suggest he's at least been to the USA, but that could just be for vacation; A few days ago a Norwegian news outlet appears to have said an American club was looking at him, which is maybe a clue, but the article is paywalled.

Also, for anyone reading this, if you come across an interesting possible YA and can't figure it out for yourself, feel free to post it here, where others are lined up to help:

I'm happy to report that both Tomas and his manager have informed me that Tomas does, indeed, have an American mother. And, based on first-team appearances for Tromso, he belongs in the "main forum."

However, it looks like we can't award @therendxela the rare "Triple" -- Totland appears to be provisionally cap-tied to Norway. He played for them in the 2019 FIFA U20s, appearing as a sub in a rather remarkable match against Honduras.

Also, to close a loop that was opened on the Detective Work thread, Tomas has an older brother, Matthias, who was born in the U.S. and played for Valerenga and NYNTs but may not currently be active.
