?? If I understand what you are talking about, they taught me in driver ed to do just that. Haven't had to do it in probably 30 years because all the intersections around here have arrowed lights now. Or by "long after" did you mean 30 seconds or something?
I'm talking about dedicated turn arrows that turn red, but people continue turning left up to 5-10 seconds after the light has turned red - i.e. the light for the crossing traffic has already turned green for 5-10 seconds. A cop explained to me that as long as the light is yellow when the front of the vehicle enters the intersection, the driver is alright, even if the light turns red while he/she is in the midst of completing the turn (or crossing the intersection). the lights are timed such that the light for the oncoming traffic wont turn green for a few seconds (probably 3-5) after the arrow light has turned red, thereby allowing those cars to complete their turns. but what I see all the time is when I am traveling in the opposite direction and the traffic light for me has been green for several seconds (i.e. 5-10) and there are still oncoming cars making left turns in front of me.
I used to get McDs while driving a stick, drink in between legs, cheeseburger in mouth and large fries on passenger seat. Without a seatbelt, ABS and airbags. I assume that's what all us young fellers were doing back in the day.
And all that is still less distracting than talking to somebody who isn't present in the car with you. But along the lines you mention, my favorite I've seen was a guy in rush hour traffic with his newspaper propped up on the steering wheel and eating a bowl of cereal.
I've never thought of traffic as being either good or bad. to me, traffic simply describes the movement of vehicles along a road. unless it's accompanied by words like "heavy" or "slow", I don't mind traffic at all.
I want the setup like modern day cops have with the laptop off to the side. do you think they would find it amusing to see a civilian like me with such a setup?

I can't imagine that you do. Another thing you probably don't know: how many accidents are caused by irrational behavior at the light because of the cameras, or by shortening the yellow, a well-known tactic.
