Dragon, red, English. My guess would be Hong Kong but I know most of the Hong Kong league logos and I don't recognize this one. So I'm going to guess somewhere in China despite the English text.
the logo with a dragon would lend itself to being from China or HK- the red color is also chinese- and being written in English, so gotta go with HK which was once an international chinese-english city
