Representatives from BW Realty, which has proposed raising as much as $400 million in private funding, met with nine of the council's 13 members for more than two hours. But the meeting ended with the council expressing doubts about the plan's feasibility and suggesting that significant changes would be required.

One of the major concerns, council members said, is that the plan would require the owners of the new D.C. team to pay for cost overruns. Under Mayor Anthony A. Williams's plan, which would use mostly public money to build the stadium, the city would cover those expenses if necessary.

One week, public financing comes under fire, the next week, private financing is shot down. You can't win with these people. The Redskins went to the suburbs for a reason. Baseball and United will probably need to as well.
