No, she is not. Technically, these are two separate transfers, one from NC Courage to OL Reign costing $140,000, and one from OL Reign to Portland Thorns for $200,000-250,000. This is still lower per transaction than Harder's transfer fee from VfL Wolfsburg to Chelsea for $250,000-350,000. However, this makes Crystal Dunn the player with the highest total transfer fees combined, totalling $340,000-390,000.
The problem with comparing transfer fees is that for the NWSL, they are only part of the transaction value. For the Thorns acquisition of Dunn from OL Reign, the other value was one international slot for a year and the Portland #1 pick in the 2022 college draft. They both have value.
Yes, that's very true (although it is not hard money). Furthermore, exchanging players makes it even harder to compare. In Dunn's move to OL Reign, a transfer of Casey Murphy (GK) to NC Courage was also involved. However, it is hard to estimate the additional value of Murphy. A few years ago Endler was transferred to PSG for €30,000. Murphy is not at her level, but then it is 2020 instead of 2017. Hopefully, the increased number of transferred players in the upcoming years will make cost comparisons easier.

I know Ingrid Engen is very tempted to join the Rosenborg project on the rise just like Kristine Minde did, but I can't imagine she will return home already at the age of 23. A wild guess is that England looks more likely.
