DC has an aging sewer system where if rain gets bad enough, the storm sewer mixes with the sanitary sewer. Congress is, theoretically, supposed to oversee things like this in the District, but since DC isn’t really represented in Congress, no one really cares what happens in places like Rock Creek Park. DC isn’t like London or Tokyo. It’s basically a colony of Congress, with no real representation.
And the GOP House just drastically cut DC’s budget by a billion just to be assholes. It isn’t that they don’t have the money. It is just going to sit in an account while schools go without.

Older (in US terms) cities have combined sewer systems. Chicago is one of them. In fact the Chicago River flows backwards via the Chicago Sanitary & Ship Canal (completed in 1900) to connect it to the Des Plaines River, which goes to the Illinois River, which goes to the Mississippi River to the gulf. The reason was Chicago gets its drinking water from Lake Michigan and that is where sewage would go after it was dumped in the river. So they reversed the flow to make it someone else's problem, how very American. Even with that, the sewers are combined (storm run off and sewage), so if we get a lot of rain the wastewater treatment plants cannot keep up so the water is stored in the Deep Tunnel system and if that gets full it gets dumped into the lake.
Sewers even though they sent cities untreated waste to a river or a sea was a major health advance in the 19th century. Before your waste went into a cesspool or you emptied your chamberpot into the street.

haha captain infrastructure saves the day. Thats a joke because it was Biden who got an infrastructure bill passed where Trump (despite his nonsensical "infrastructure week") was unable to deliver on this.
