I miss things all the time, but I've never been able to confirm Delplace's birthplace outside of the database sites. With that said, those sites often mention a pretty specific location (Anderson, Ind.), which is usually a promising sign--unless, of course, the location is Reading.
Anderson used to be a one-company town (General Motors and later Delphi Parts). I did find a "Delplace" on LinkedIn who worked for Delphi, but not obviously in the US and the dates didn't line up. I think there are some crumbs in that line of questioning.
