I speak no spanish but I watch the games sometimes. So maybe somebody can help me.How is Cruz Azul in the playoffs instead of the two teams ahead of them? How are the 4 divisions chosen? Are the same teams always grouped together?Does the Mexican League have two seperate seasons or do they only play 19 matches?

here is how it works, at least to the best of my understanding. Teams occupying the top four spots of the general table in one season each get drawn in separate groups for the next. After that, the next four teams get drawn in groups with the top four, and if I understand it correctly, the team with the most points out of the next four (fifth in the general table) gets drawn with the fourth place team, and so forth.

    So the draw would have in one group the teams that finished 1st, 8th, 9th, 16th, 17th in the general table, the second group would have the teams who placed: 2nd, 7th, 10th, 15th, 18th; group 3 has the 3rd, 6th, 11th, 14th, 19th; group 4 has 4th, 5th, 12th, 13th, 20th.

Based on that it looks like next season's groups will be:

    Group 1:
Morelia, Chivas, Santos, San Luis, Jaguares

    Group 2:
    Atlante, Veracruz, America, Pumas, Queretaro

    Group 3:
Monterrey, Atlas, Cruz Azul, Pachuca, Puebla

    Group 4:
Tigres, Toluca, Necaxa, Tecos, and whoever gets promoted from Primera A.

Normally the top two teams in each of the four groups qualify for the liguilla, the knock-out round. Cruz Azul finished second in their group, while teams above them in the general table finished lower in their groups. Because of that Cruz Azul doesn't have a direct path into the playoffs, but instead must play a two-leg qualifier with the top third place finisher, in this case Chivas.

Mexico has two 19 game seasons, the Apertura and Clausura with separate playoffs and champions for each season. Teams play at least 38 games a year, those that make the playoffs play at least 40, and those in other club competitions, TFC CC or Copa Libertadores can play nearly 60 matches in a year's time.

I could be wrong on any number of things here, so if someone can correct me, feel free.

Here is a good website in English explaining how the Mexican league works:
    http://www.ussoccerplayers.com/resource_center/clubs_countries/leagues_clubs/mexico/
Click on the Mexican Football hyperlink in the 4th paragraph to get more information as well.

Anyway, I still don't understand how a team can move to avoid relegation. Even if they change their name and their association why are they allowed to "start" in the top division? I think thats kind of cheap and works against the league in terms of credibility. What happens when a team is first created? Where do they start? Do they get a spot in the top division?

teams don't/can't move to avoid relegation as I understand it. Colibries de Cuernavaca moved from Celaya and that didn't stop them from getting relegated. What I've noitced is that newly promoted teams move from one place to another to remain financially viable or make more money.

For example, Irapuato won promotion from Primera A, played a season in the Primera as Irapuato, then in order to make money, they packed up and moved to Veracruz, who had a team in the Primera A that until recently had been in the Primera. When the original Veracruz won promotion, the one that had moved in from Irapuato moved to Chiapas and became the Jaguares. La Piedad was in a similar situation, having won promotion into the top flight, they played two seasons in La Piedad, actually doing really well in their second season before moving to Queretaro.

I'm not sure I understand all of that, much less have it right, but I hope it helps.

Yes you have it just about right. The confusion lies with the promoters that fund the clubs and end up owning the Franchise which they then negotiate with other citys ect. Many Clubs are working on this and no are no longer letting outside investors/promoters take so much stock in their club.

Pachuca pretty much showed the way by associating their club with the city. Irapuato has done the same. Lets keep in mind that they didnt want to move, it was the promoters who owned the Franchise which decided to take the "Franchise" not the club to another city. The FMF allows this so there wasnt much that "Club" Irapuato could do.

Another confusion was that several Club Owners also have teams in Primera A, so when Puebla got relegated, Leon which owned Union de Curtidores which had been promoted sold that Franchise to Puebla which remained in First Division..
