Some tracks, including Richmond where I have season tickets, banned the flags a few years back. They don't stop you from driving in if you have a sticker on your jacked-up pickmup truck, but they do come around and make you lower them from flagpoles, usually with police back-up. You've never seen as many cops in one place than in a NASCAR track's parking lot so the arguments about taking them down never lasted too long. Most fans are happy not to see them flying. They did not ban big-ass Trump2020 flags
