It's possible that they could build a structure around/on top of the existing stadium in DC, but there's no way the existing structure was designed with an enclosed roof in mind.
There's no easy way to do it with the North and West stands (the West in particular) being shorter than the East or South stands without some real retrofitting going on.
Yeah, that plot of land is really small. I'm glad DC got it, and I'm glad they control their revenue better now than at RFK. But its growth potential is very limited.

The Heineken Club in the northeast corner would likely be the first thing to go. Any significant changes to the West stand would likely require the entire stand to be taken down. The rows of seating are pre-fab concrete sitting on structural steel. Likewise, the canopy extends from the same major support. The concessions and bathrooms on the north and west are just cinder block construction.
And the West stand backs up to Ft. McNair. You can't go further out from there. And the vertical incline could hardly be steeper than it already is (steep!). I don't know what you would do there other than put poles and have a gap in order to make the roof flat.
