Well, its bad that its less than a meaningless regular season game BUT they did match the previous match's attendance, and that was a double header with 2 Liga MX teams bringing some fans. So... not too bad? The 3rd place game is going to look somewhat rough though.

Enough what? In 1996, the first year average for MLS was 17,406 and it took 15 years to break that record. The attendance was as low as high 13K one season. The final was the all time high for Seattle beating the 2019 MLS Cup game and the CCL final. You think either league is worried about three fairly consistent years of attendance when they've added corporate sponsors each year? I would think for the most part they are quite satisfied with the slow and steady growth of this tournament and are still working on it going forward.
Somewhat typical for NYRB, but it did not look close to 18,913 in Sports Illustrated Stadium. Place looked about 1/3 full.

For a primarily midweek tournament which doesn't seem to be included in most STH packages, its pretty good. Probably more actual butts in seats that MLS gets for midweek games and a lot more than the Open Cup. Average attendance for MLS home teams at the 2019 Open Cup was about 9,265.
