I dont think he'll retire. Messi is scoring at higher rate under Scaloni than under Sabella. 22 goals since January 2022. I remember before Sabella , he only has 16 goals in about 60 games at one point and failed to score in two consecutive tournaments. From what I've seen PSG are facing a wage bill crunch due to the UEFA FFP situation. Apparently in January, PSG and Messi started negotiating a renewal but Messi given his image was given a bump due to winning the WC. PSG actually wanted to reduce his wages given their necessity to reduce wages. It's also probably one of the reasons they were already trying to sell Neymar last summer. This opened the door for Barca to try and sneak in and play the "come home and get your deserved farewell" card. One of the problems, other than the obvious financial hurdles Barca has coming up in the summer which will hinder its ability to even resign players, is if UEFA will take action regarding Barca's CL participation given the Negreira case. Apparently they don't even Barca to be guilty of match fixing to take action. And given UEFA has a beef to pick with Barca due to its involvement in the ESL, they may be trigger happy (just a speculation). But this is important because Messi's objective may still be compete in the CL. If that's somehow in danger, it may give Messi 2nd thoughts about joining the club again. I just hope that this isn't a game Messi is playing to get a better deal out of PSG. I also heard that his family also wants to return to Barcelona.
