Most but certainly not all. For me 2008 with Croatia and his early days with Spurs were a significant chunk of Modric’ achievements. Take away that chunk of his career and its below Neymar’s full career imo. Also, Neuer best goalkeeper hands down for the majority of the decade so makes sense he is easily in the top 10.

Robben + Sneijder did the same in WC2010 taking the NL to the finals (much closer than Croatia vs France) while also leading Bayern and Inter Milan to the champions league final and the domesticate double (treble + CL for Inter Milan). Robben then also lead Bayern to the CL final win a few years later and a 3rd place finish for the Netherlands in WC2014. In my opinion he 100% should be on that list above Lewandowski, Zlatan, Buffon and even Modric. Modric in 2018 was basically like Sneijder in 2010 but he didn't get robbed on the WPOTY.
The difference between Modric and Snejider is Modric in 2018 didn't have a competitor as good as 2010 Messi. Put Snejider in 2018 and he probably wins it as well. However the Croatia being a tiny nation helped the narrative as well.
Well I certainly agree that Modric is the better player overall and has had the better career. But I will say that the year that Modric won the WPOTY was not more impressive than 2010 Sneijder when he was snubbed (not even top-3) despite being the favorite to win. In my opinion Sneijder being snubbed that year was one of the catalysts for Modric being award the WPOTY that year, so in my opinion Modric is slightly overrated (not to say he's not great). And Robben was definitely a better player than Modric so if Modric is on that Robben should be on it 100%.
Sneijder was a great talent though. If only he was a bit more serious. It’s just that Modric worked harder and was more ambitious.
Agreed, he was a huge talent and in 2010 he was legitimately one of the best players in the world. His level that year was higher than Modric has ever reached. Unfortunately he liked to party and never took it very seriously. Still I believe Sneijder 2010 was greater than any season Modric did individually. I agree with Modric being considered over all the better player because of his longevity.

The most undeserving golden ball would be Zidane in 2006. France failed to win their first 2 games and Zidane contribution on those 2 games was 2 yellow cards. He was suspended for third game (must win) and they did it WITHOUT Zidane. Zidane then put great performance in next 3 games but got RED in the final. 2 yellows + 1 red + sitting on the bench in a must win game = golden ball?
