Think of it this way. As other have noted, in AZ, for instance, there's a Dem gov who would appoint another Dem to fill Kelly's seat and serve out his term until 2026. But the broader point is that, if the Dems lose, Kelly (or any other Dem Senator chosen as VP) just returns to the Senate. If the Dems win, it likely means that the election as a whole went well for the party, meaning other close or toss-up races in Congress went their way.
